Cutting tree roots

I have an old Live Oak tree in my back yard and I am putting up a fence. If I cut into a root what do I do? I don’t want to harm the tree. Should I cut the root and use pruning paint on the cut root? Our soil holds a lot of moisture. We are in north Florida.

    We are in the process of redoing our pond, which is under an Aspen tree. We will have to cut some of the roots that have grown into the pond area. The last time we cut some of the smaller roots on this tree it stimulated the tree and new sprouts grew up every where. What can we do to keep this from happening?
