		<description>The growth on the trunk and the health of the tree might be unrelated. Please understand that without seeing the tree even a certified arborist such as myself is only taking an educated guess. 

If you live in an area without air pollution the growth on the trunk could be lichen, which does not hurt the tree.
As to what is causing the decline in health, I would need to see the tree or at least photos of the tree and the environment it is growing in.</description>
