It is safe for me to use a rotor tiller to cultivate the soil around the base of estabilished (>5″) trees in an effort to control weeds.

I would not rotor till deeper than 5 > 6″ deep and would stay away from the trunk of the tree.

Most of my tress are surrounded by a layer of mulch approximately 4″ deep that extends to the drip lines.

    I recommend against it. Most roots are shallower than people think. The majority are in the top 2 feet of soil. Also, by tilling you are actually bringing weed seeds to the surface where they can germinate. To get rid of weeds I suggest the natural way, pulling them. Also, boiling water works.
